"The primary change is increasing the area median income eligibility threshold from 80% to 120% of AMI," staff said while explaining the change is intended to bring more homeowners into eligibility. Staff told the board the overall program balance (all grants combined) is about $1,300,000, covering residential rehab, roof grants, tree grants and paint.
Commissioners pressed staff for local data to justify widening eligibility. One commissioner asked how many applicants were denied under the current 80 percent threshold and what the median incomes are within each CRA; staff said intake suggested many applicants fell just above the old cutoff and agreed to return CRA‑level median income figures and counts of applicants denied.
Board members also asked whether raising the threshold would draw from TIF funds and reduce other CRA activities; staff confirmed the expanded eligibility would come from the same program balance and pledged to return with a more detailed impact analysis and supporting data. The board asked staff to bring revisions back for action at a future meeting.
