The meeting’s department reports opened with a brief statement from Chief Gert, who told the council he had nothing further to add. Shortly afterward a staff presenter described the local government study commission’s first public hearing, noting 10 members of the public attended along with four commission members and that the commission will interview council members, the mayor and staff and may contact comparable Montana cities.
The presenter also said staff had printed roughly 115 business-license renewal notices covering in-town and itinerant businesses, and that the city will distribute a short 10–12 question survey by mail and online to solicit public feedback. "We purposely kept it short to the point so that people would look at it and go, oh, I have to do this," the presenter said.
