A district claims administrator presented the committee with a multi-year view of student claims and related paid/discounted amounts, noting paid claims increases and significant billed-charge discounts negotiated by the third-party administrator.
The presenter said the TPA reported almost $300,000 in discounts applied on the district's behalf over the last three years and that the current year is trending with growing severity in billed charges. "When we look at 2023 to 2024, you had 5 extra injuries and 607 hundred thousand in additional dollars charged," the presenter said while characterizing severity and claim maturity effects.
The administrator suggested an optional voluntary accident policy for uninsured or underinsured students as an additional, low-cost layer that would not replace district coverage but could provide primary coverage in some cases. Staff clarified the district policy remains secondary/excess and that adding voluntary coverage would increase coverage layers and premiums for families choosing to participate.
Board members asked about claim lifecycles and the ability to revisit carrier pricing if trends improve in subsequent years; staff said they would continue monitoring claims and report back in six months to a year.
