David Badman, employee benefits broker with USI, briefed the St. Charles Parish Public Schools risk management committee on Humana nd the proposed Medicare Advantage renewal, saying the presentation covered carrier renewals, an alternate Humana option and market responses from other carriers.
"Today, we're gonna be talking about our Humana, Medicare Advantage Renewal," Badman said during his opening remarks. He told the committee that CMS-set rules for 2027 are reshaping prescription benefits and reimbursements and that carriers are adjusting pricing to cover medical and pharmacy inflation.
Badman highlighted benefit changes scheduled for Jan. 1, 2027 that staff said would affect members, including longer supply fills for many Part D drugs and certain zero cost-share benefits for continuous glucose monitors and virtual rehabilitation programs. He described a Humana "non-integrated" or "decoupling" filing that separates prescription coverage to capture higher CMS reimbursements and potentially pass savings back to the employer.
Staff and board members pressed about member disruption and communication plans. Committee members said pilot experiences pointed to the need for multi-channel outreach (mail plus email or QR codes) for retirees. Badman and district staff said pilot clients initially used two ID cards per CMS direction but reported minimal disruption in member experience and higher satisfaction scores.
Next steps: staff will ask Humana and USI to provide concrete, written quotes for any mixed plan changes the board may prefer and will schedule a separate insurance committee meeting to finalize carrier selection or plan-design changes.
