Clay County approves KLJ master service agreement for Casa 11 design

The Clay County Board of Commissioners voted to approve a master service agreement and task order with KLJ to design the Casa 11 roadway, a project that staff said runs from Trunk Highway 336 to Sabin. County staff told the board KLJ was the highest‑scoring proposal from a recent RFP and that the firm will perform design work through 2026 and 2027 with a targeted letting in early 2028.
"Out of this proposal process, KLJ was selected as the highest scoring and best fit proposal," said Nick, the presenting staff member. He added the task‑order approach lets the county add discrete work items without amending the main contract and that KLJ will assist with outreach and preparation of legal descriptions for right‑of‑way but that purchase costs for right‑of‑way are county expenses. Commissioners asked whether KLJ would help explain right‑of‑way needs to landowners; staff said the firm has an in‑house right‑of‑way team.
A motion to approve the master service agreement was moved and seconded; roll‑call votes were recorded and the motion passed unanimously with Commissioners Krenhofer, Bair, Mojo and Campbell voting Aye. The approval authorizes staff to execute the MSA and initiate task orders for design work. The board did not adopt any changes to the county's right‑of‑way acquisition funding during the discussion.
