Pierson adopts NFIP-mandated floodplain updates on first reading

Town planner Mark Corette told the council that the proposed Ordinance 2025-09 incorporates state-mandated floodplain language into the town's Unified Land Development Regulations to comply with the National Flood Insurance Program and FEMA mapping changes. "All the changes that have been that are in the ordinance before you are state mandated," Corette said, adding that impacts in Pierson are limited to areas around lakes and a small number of properties.
Corette said the planning commission recommended approval and staff also recommended adoption because the town has little discretion over the mandated provisions; councilmembers asked only clarifying questions about where the town's floodplains are located. Councilwoman Lenny Richardson moved to approve, Councilman Jimmy Anderson seconded, and the roll-call vote on first reading was unanimous.
Next steps: because the changes are tied to FEMA/state-mandated definitions, the item will return for second reading and codification; staff noted that the practical effect would be to require floodproofing or structure relocation in limited waterfront locations where new floodplain standards apply.
