Town planner presents draft town‑center rezoning to permit urgent care, community services

Town Planner Rebecca Connell presented two staff reports recommending amendments to the future land-use map and zoning map to enable a planned-development town center on the former elementary-school parcel.
Connell said the council directed staff to prepare the amendments to change the parcel’s future land use to public/institutional and rezone it as Planned Development to allow institutional uses and community-service functions. “So town council directed us to prepare an amendment to the future land use map and the zoning map to change the future land use to public or institutional and the zoning to planned development to allow those institutional uses and community service based uses,” she said.
She noted the draft development agreement includes permitted uses such as urgent care, dental or vision providers, family support services, meeting rooms and event space, and that staff had approached AdventHealth with population data to assess urgent-care demand but had not received a commitment. Commissioners asked clarifying questions and ultimately the commission voted to forward the future-land-use change (ordinance 2025-13) and the rezoning (ordinance 2025-14) to the town council for consideration.
Rebecca said the change is intended to legalize current uses and allow the town’s envisioned town-center services; staff will bring the ordinances forward to council as recommended.
