Committee approves IDPR fee increases but rejects two sections over resident-affordability concerns

Susan Buxton, Director of the Idaho Department of Parks and Recreation (IDPR), presented Docket No. 26-0120-2501 on March 2, outlining proposed fee cap increases to offset rising maintenance, electricity and water costs. Proposed changes included raising the Daily Motor Vehicle Entry Fee (MVEF) from $7 to $10, Annual MVEF from $80 to $100, Commercial Vehicle Entrance Fee from $50 to $100, increasing campsite and moorage fees, and raising reservation service charges for group campsites from $25 to $50.
Buxton asked the committee to reject Section 075 as redundant and Section 250 to allow more granular campsite categories for affordability. Senator Okuniewicz moved to approve the docket with the exception of Sections 075 and 250; Senator Harris seconded. The committee approved the motion by voice vote, citing Idaho Code 67-4223(7) and the Legislature's 2021 H 93 requirement that IDPR must implement non-resident fee increases before raising resident fees. The motion's finding of fact noted Sections 075 and 250 were rejected because they allowed potentially unreasonable increases to Idaho residents. The docket otherwise passed and will proceed under agency rulemaking.
