Deputy Director Amber Worthington presented Docket No. 13-0119-2501, which revises vendor selection rules to reflect current practice and to add selection criteria and enforcement language. The rewrite removes vendor classifications, adds "community benefit" to selection factors, eliminates the category of "low-numbered vendors," and reduces the active vendor ceiling from 475 to 400.
The rules also state the department will no longer accept out-of-state vendor applications and clarify termination and suspension language. Worthington said Section 157 permits licensed vendors to collect a credit card processing fee equal to what their bank charges them. Senator Guthrie questioned how vendors would know the fee; Worthington said the fee is the percentage charged to them by their bank. The committee approved the docket by voice vote.
