The committee approved Docket No. 13-0116-2401 on March 2 after Deputy Director Amber Worthington described changes intended to align rules with current trapping practices and requests from trappers. Notable items include adding the word "natural" to the definition of bait (allowing natural liquid scent placement within 30 feet of a set), increasing the non-target species trapping reimbursement rate to $25 to encourage reporting, and moving lynx and wolverine capture reporting into a separate section.
The rule also adds authority for the director or regional supervisor to authorize placing sets on snow-covered routes otherwise deemed closed and clarifies that trap sets may be placed under bridges and in culverts that are part of a public highway right-of-way except where those structures are part of a wildlife crossing. Section 455.01.b allows trapping of gray wolves on private property within one-half mile of an active agency feeding site. Chairman Burtenshaw asked whether 40 feet from a live-bait trap would be acceptable; Assistant Chief Tricia Hebdon said yes.
