Senator Harris explained H 502 would transfer the Idaho Forest Products Commission's administrative rules (IDAPA 15.03.01) into statute by creating Idaho Code § 38-15. The bill reorganizes definitions, relocates nomination and officer-election requirements from rule to statute, removes some assessment and administration provisions deemed outdated, and revokes other administrative language to streamline Commission operations.
Senator Okuniewicz asked whether the bill changed the substantive meaning of the existing rules; Senator Harris replied the legislation was intended only to move language from rule into statute without substantive change. Senator Okuniewicz then moved to send H 502 to the floor with a do-pass recommendation; Senator Cook seconded and the motion carried by voice vote.
