Galligan said the parcel is about 11 acres, contains a small pocket of wetlands and that the proposal would avoid work inside the wetlands and the wetland setback.
Commissioners and staff raised multiple technical concerns. Town staff noted they had not yet received a completed stormwater study and that police and fire department comments flagged sight‑line and emergency access questions. Commissioners questioned the proposed 12% driveway grade and the potential need for blasting to create building foundations; one commissioner warned that drainage from the new grades could discharge onto a neighboring driveway. Chair Robert Nowak summarized the outstanding issues and said, “We have a lot of issues that need to be addressed,” and the commission continued the public hearing to a future meeting to allow the applicant to provide additional engineering information and to coordinate with DOT, police and fire staff.
Next steps: the applicant was asked to supply a full stormwater report, clarify driveway grading and drainage plans, provide any required easement language, and to meet with DOT where state road access or sight‑line changes are implicated.
