Brownsville commissioners authorized a contract with Zawiya Corporation for $3,909,970 to perform HVAC and ventilation upgrades at the Brownsville Animal Regulation and Care Facility (BARC).
Staff explained the project includes HVAC replacement, upgraded filtration and improved ventilation to address odors and ventilation shortfalls at the shelter. The procurement team said ZEWA/Zawiya was the top‑ranked proposer after a competitive sealed proposal process and the final negotiated price is approximately $3.9 million. The commission approved the contract after a motion and second. Staff said the upgrades are intended to improve conditions for animals, employees and visitors and are budgeted in the capital program.
