The Brownsville City Commission approved a special‑use permit to allow an event center at 1247 East Madison Street in the Downtown Edge district after a public hearing in which nearby residents raised concerns about noise, parking and the property’s use of historic‑conservation funds.
Planning staff said the applicant followed required notice procedures (21 mailouts to property owners within the 200‑foot buffer) and that the Historical Preservation Commission issued a certificate of appropriateness for the site plan and operations. “To our knowledge, it is just a general event center, not specific to any kind of event,” staff said, noting that parking requirements are not enforced in the downtown zoning district and that building‑division review will determine approved occupancy during final site‑plan review. Resident Diablo Velez urged commissioners to require removal of a Coca‑Cola bottle image on a nearby mural and raised noise and parking concerns for the venue; planning staff and the building assistant director said decibel limits and site‑plan conditions (interior/exterior noise limits, air‑barrier/ventilation requirements) would be applied to protect adjacent properties. The commission approved the SUP by voice vote, 7–0.
Staff said final occupancy, site plan, and any additional operating conditions will be set during building‑division review and the certificate‑of‑occupancy process. Commissioners suggested staff return with details about parking and exterior noise mitigation if neighbors request follow‑up.
