A representative for the PID said the board has reserves (disclosing the board’s cash balance and prior debt‑repayment activity) and emphasized the move was intended to return savings to property owners. “The PID board met in June and recommended 10¢ for every $100,” staff said during the presentation. The commission closed the public hearing and approved the change by voice vote, 7–0.
Commission discussion referenced the district’s prior debt payments and current annual costs for security, maintenance and playground repairs; staff noted the change now moves to a second reading and then to county processing for assessment collection. The action will alter the PID’s assessment roll and assessment lien process as described in the ordinance and service plan.
