Lawson Tate, Right‑of‑Way Program Manager at the Idaho Department of Lands, briefed the committee on Docket No. 20-0308-2501, a Zero Based Regulation rewrite of easement rules under Idaho Code § 58‑6. Tate said the rewrite reduced word count, added an "assignment" definition, extended temporary permits from 10 to 20 years, deleted an easement assignment fee of $50 and an easement application fee of $100, revised compensation language to reference appraisals where appropriate, and added vandalism and fire as potential emergency situations.
Senator Okuniewicz asked about the fiscal impact of removing the fees; Tate estimated the cost to the department at less than $2,000–$3,000 per year. Chairman Burtenshaw moved to approve the docket and the motion carried by voice vote.
