Staff said such soft‑cost work (structural analysis, updated estimator numbers and conceptual design refinements) is expensive and would require purchase orders or amended agreements; council authorized staff to proceed with limited consultant authorizations to get the work started and asked for a status report by November 10. "You have that direction," staff said after the motion.
No formal appropriation of project funds or construction authorization was made; staff repeatedly noted that any funding or contracting actions will return to council for separate consideration and that tonight's direction is for analysis and prioritization only.
