Glendora staff pushes state grant request as council weighs local funding options

Moises Lopez reviewed the city's prior grant efforts, noting the 2023 Building Forward application requested $8,000,000 for structural waterproofing and systems work but was not selected. He said staff is working with Senator Sasha Perez's office on a potential state budget request for FY26–27 that early discussions have "centered on approximately $10,000,000," though Lopez cautioned that any appropriation is not guaranteed.
Jack Arton, the senator's field representative who attended, told the council his office has seen the damages firsthand and will advocate if the city submits a formal request. "I can't give you any promises, but I can give you the promise that I'm gonna work on this," he said, adding that state budget allocations would appear in next year's budget cycle.
Councilmembers and residents asked about the likelihood and timing of state funds and whether the city should pursue local ballot measures; staff noted prior polling and community resistance to a parcel tax, and recommended combining grant pursuit with additional local funding options and refined cost estimates presented at the next workshop.
