Council discusses year-round access to Rock Creek Park; underpass cost estimates requested

Mayor Arlene Burns raised the idea of creating year-round access to Rock Creek Park, including options such as primitive camping, winter river access for emergencies and a dock. Burns framed the proposal as potentially synchronizing with Union Pacific Railroad (UPRR) double-track work nearby.
City Manager Kathy Fitzpatrick told the council that UPRR stated it could not raise the tracks and that the Oregon Department of Fish and Wildlife requires a formal application before it can comment on proposals to raise the creek bed to allow seasonal vehicle access. Councilor Derek Hiser said Dawn at the County Planning office could supply cost estimates for a pedestrian underpass; Hiser committed to getting those numbers for the next meeting. The council did not adopt a plan or budget at this meeting.
