City Manager Kathy Fitzpatrick told the council the city's informal practice of donating funds annually to local organizations such as the library or senior center should be reviewed and, if continued, documented in a written policy. Sheriff Eiesland cautioned against using public funds for outside organizations and warned the number of requests would grow if the city made donations routine. Council members agreed to move forward with creating a policy and sketched draft criteria: recipient organizations must be based within city limits and must demonstrably benefit city residents.
