Vice Mayor Callahan (speaker 8) proposed the briefing as a space for council and staff to exchange ideas and identify items that warrant formal agenda placement. Supporters said a briefing could reduce last-minute motions during regular meetings and help the manager hear council direction in a group setting. Opponents cautioned that additional meetings increase staff workload and scheduling complexity, particularly while the town is conducting an RFP for legal services.
The council approved the proposal 3-2, with staff noting the sessions would be a work session (no public comment) and that legal and staffing availability would need to be coordinated with any newly hired legal counsel.
