The Clay County Planning Commission approved an interim‑use permit allowing Westland Excavating to operate a 39.5‑acre gravel mine with on‑site crushing, screening, truck hauling and progressive reclamation.
Planning staff said the parcel is mostly prime farmland with the mining area planned for a quarter‑section; the applicant estimated removal of roughly 2,000,000 cubic yards and said mining would generally progress from east to west. Staff noted groundwater depths near 12–18 feet at the nearest monitoring wells, described required erosion and dust controls, and said water would be retained on‑site without off‑site dewatering.
Jeff Busby, representing Westland Excavating, said the company has an existing agreement for haul‑route access and uses chloride for dust control on the haul road. A nearby resident spoke in support, praising Westland’s responsiveness in maintaining the haul route. After discussing standard permit conditions and haul‑route maintenance responsibilities, the board approved the interim use permit and attached the proposed conditions including reclamation and erosion controls.
