Planning staff member Matt said the project would sit on a 50x50 gravel pad and serve as a support structure for a federally funded reconnect grant to bring fiber to about 230 homes in the area. Staff noted the shelter is treated as an essential service under county code and listed 12 recommended conditions addressing site plans, building setbacks, driveway approval, exterior finish, security and maintenance, lighting limits, and compliance with applicable federal, state and local approvals.
Applicant David Ristad, representing Red River Communications, corrected a site‑sketch setback discrepancy and said the company intends a 150‑foot road setback in both directions. After clarifying conditions, the board removed one screening condition (reducing the package to 11 conditions) and voted to grant the conditional use permit along with the stated conditions that require final dimensional plans and relevant approvals before installation.
