Mosier finance director says water, sewer funds improving as General Fund shows multi‑year decline

Finance Director Angie Wilson presented a mid‑year financial review to the Mosier City Council on Jan. 20, 2016, reporting that the city’s enterprise funds for water and sewer are healthy and projected to improve over a five‑year horizon while the General Fund is expected to decline each year.

Wilson attributed the enterprise fund stability to council policies enacted in recent years, including capturing monthly service fees for accessory dwelling units (ADUs), implementing one‑time and annual rate increases, and negotiating an improved contract amendment with CH2M for wastewater treatment plant (WWTP) services. She also presented five‑year projections that show the General Fund decreasing “by a certain amount every year,” and told the council the trend will require either expense reductions or new revenue sources.

Councilors discussed options for addressing the projected General Fund shortfall and agreed to examine cuts and revenue ideas during the upcoming goal‑setting session. City Manager Kathy Fitzpatrick will help assemble materials for that session. No formal policy change or vote was taken at the meeting on Jan. 20.

The council recorded the financial review as an informational presentation; the minutes note the specific funding categories reviewed (Water, Sewer, Streets, General Fund) and cite the five‑year projection as the basis for follow‑up action at future budget meetings.
