The council unanimously approved staff's recommendation to award a contract to Underwater Engineering Solutions to renovate the Donald Ross dune walkover at Donald Ross and improve drainage at the J B 0 access. Staff said three contractors bid the job; the project had an earlier planning estimate of $250,000 but the recommended award is $314,874 plus a 10% contingency for a total not to exceed $346,361.
Staff explained unique site conditions that contributed to cost increases: extensive sea grape vegetation, need for a certified arborist be engaged during construction, the requirement for Palm Beach County permitting for maintenance of traffic, and the need to complete construction between Nov. 1 and Mar. 1 to avoid turtle-nesting season. Funding was described as $150,000 from a FIRD UP grant and approximately $96,361 from the 1¢ surtax fund; the additional amount beyond the current FY25-26 budget will come from that surtax funding.
A member of the public asked the mayor to recuse herself if the low bidder had ties to a member of the Police Foundation; the mayor denied any current connection. Council discussed that Ferrera Construction's bid was $21,307.49 lower than Underwater Engineering's but agreed staff's evaluation favored Underwater. The motion to award the contract passed by unanimous roll call.
