That temporal constraint means the town must evaluate a mix of near‑term tools (incentives, voluntary overlays, acquisition) and longer‑term code changes once the legal environment shifts.
Consultants also recommended three parallel outputs in future materials: (1) the aspirational vision residents prefer; (2) what the town's existing code would permit now; and (3) practical strategies to move from the latter toward the former, which could include negotiated public benefits or acquisitions.
Town counsel confirmed the session was a consensus-building work session, not a meeting for final action; councillors used that guidance while exploring policy options.
