Chief says town ordinance already bans motorized e‑bikes on sidewalks; enforcement focuses on sidewalks not bike lanes

Chief Smith told council the town ordinance (section 30-2) makes it unlawful for any motorized vehicle to operate on sidewalks or bicycle paths within the town. The chief said his department has prepared an informational flyer clarifying definitions of bike path, bike lane and bike route and will emphasize sidewalk enforcement first.
“Section 30‑2 ... it shall be unlawful for any person to drive any motor vehicle upon any sidewalk or bicycle path within the town,” the chief said while reading the ordinance to council. He added that municipal practice has been to not aggressively enforce e‑bikes in on‑road bike lanes while enforcing the sidewalk prohibition, and that staff will monitor conditions and adjust enforcement as needed.
Town manager Robert Cole and council members discussed the intersection of ordinance language, enforcement resources and resident expectations; Cole said the department has not seen major problems from e‑bikes in bike lanes but will be proactive about enforcement on sidewalks to prevent safety incidents.
What’s next: Staff will distribute the informational flyer, and police will continue to focus on sidewalk enforcement while coordinating with the council on any proposed ordinance changes.
