Before taking up Section 1,100, multiple commissioners recommended adding new charter provisions: Walter Canteros proposed adding a code-of-conduct section for commissioners, Shirley Gideon proposed adding an ethics commission, and Commissioner Holbrook recommended a separate nepotism section rather than subsuming it under merit principles.
Commissioners discussed using the Carson charter as a model for wording and said the committee should also consult audit recommendations. No final language was adopted; the items were added to the committee's list of recommendations for staff to include in materials presented to council.
