Staff framed Plan Spokane 2046 as the city's 20-year comprehensive plan and said the rewrite is the first full update since 2001 with three guiding goals: meet state requirements, streamline usability, and reflect community vision developed through more than a year of engagement. "There's a lot of study and information that's generated from this process," a staff member told council at the start of the study session.
Staff also explained environmental review milestones: the preferred alternative adopted by council in May informs both the draft future land use map and the environmental impact statement, and staff expect the final EIS to be completed in late September. The presentation emphasized that climate policies are integrated across chapters rather than isolated in a single climate chapter. Planners said the city will conduct a five-year check-in after adoption to track whether growth followed the plan's expectations.
