City to release draft future land use map in August, opens public comment with online pin and swipe tools

Staff presented a preview of the draft future land use map for Plan Spokane 2046 and said the city will release the map and related chapter updates in August with a formal public comment period. "So just a reminder for everybody watching from home, what is Plan Spokane 2046? This is our community's comprehensive plan," a staff member said in the briefing, describing the map as the plan's 20-year, policy-level vision.
Kevin Frybot, senior planner, described the map as "future looking" and emphasized it is not a zoning map: "It is not going to match what's on the ground today." Frybot said staff condensed the plan's previous 19 land-use designations to nine to make the map easier to read and to better reflect the preferred alternative the council adopted in May. To collect targeted feedback, the city will launch an interactive pin map that lets users place a virtual pin and leave comments and neighborhood-level swipe maps that let residents compare the old and new designations side-by-side.
Staff said the pin-and-swipe tools will be available through August and into September so planners can compile comments in advance of hearings. "We've got a range of engagement activities planned over the next month, 6 weeks as we work up towards the planning commission hearing," Frybot said. The city also plans to publish engagement summaries and make the draft chapters available as PDFs alongside the online explorer tool that indexes goals and policies by keyword.
