Committee debates election-cycle language and whether vacancies should trigger special elections within 90 days

Special counsel Travis Kaya explained that charter language requiring a council to "call" an election by Sept. 1 of the prior year may remain accurate even if elections occur in even-numbered years; the group asked staff to confirm how the city clerk and county schedules have been implemented. Commissioner Lister proposed adding language that would require a special election within 90 days after a vacancy; Commissioner Warren said that, if cost prevented an election, the city must publicly disclose the fiscal reasons for postponement.

Commissioner Baker proposed adding a requirement for at least one polling location per district to improve voter access; counsel said the charter could require more than state minimums but staff would check statutes and practices and report back.
