Committee discussion on Section 1,100 focused on classified versus unclassified positions and the implications for personnel and bargaining units. Commissioners repeatedly expressed concern that making substantive charter changes without legal and HR input could create conflicts with existing memoranda of understanding and personnel boards.
Commissioner Walter Quinteros recommended council appoint the city attorney or a representative from HR to update Section 1,100 so it "abides by state law and fits the current status of the city's employment system," and several commissioners agreed. The committee then made and passed a motion to table all of Section 1,100 pending legal counsel and HR review; the motion passed unanimously.
Staff said that, if the committee is extended, staff will schedule follow-up sessions with legal counsel and HR to resolve classification and appointment questions before proposing new charter language.
