Alexis Hall, special counsel to the city, described a staff recommendation to authorize a professional services agreement with MRS Environmental Inc. for a comprehensive pipeline franchise program review not to exceed $30,810. Hall said the study would evaluate franchise agreements, fee methodologies, mapping and inspection authority and return recommendations to modernize the city’s regulatory framework.
Councilmembers asked for MRS representatives to attend and to provide references and examples of completed franchise ordinances; one councilmember moved to pull the item pending that information and staff agreed to return next week with additional details. Hall emphasized that no changes to franchise fees or ordinances were proposed tonight — the authorization would fund a technical review only.
