Commissioner Marquez asked the committee to add a subsection to section 1,008 that would require "discretionary entitlements"—projects that need more than by-right approval—to be presented to the Planning Commission before any approval. "Nothing gets approved in the city before it goes in front of the Planning Commission," Marquez said in urging a scope that captures discretionary approvals.
Counsel and other commissioners clarified the distinction between by-right projects (which do not require discretionary review) and discretionary entitlements (which typically require public hearings and planning commission review). Counsel confirmed the committee's intent was to ensure discretionary projects receive planning commission review, and staff will draft proposed language and research implementation implications.
