Commissioner Walter Quinteros proposed charter language to require the planning commission include at least one resident from each district, with a fifth member selected at-large by the mayor. "I do think that the planning commission should have one representative of each district," Quinteros said, noting the change would codify current practice and provide future consistency.
Assistant City Manager Tamara Binns told the committee the current process presents council members with applications from district residents and that some commissions are appointed citywide by resolution or ordinance. Commissioners also suggested adding minimum qualifications for planning commissioners and a one-year cooling-off provision that would bar former commissioners from immediate employment or appointment to certain city positions; staff agreed to research how that language has been applied elsewhere.
