Residents urge longer charter review, broader outreach before a new charter is finalized

Ron Dowell, a member of the Concerned Citizens Charter Review Committee, urged the Charter Review Committee to extend its timetable and expand public participation. "Before voters are asked to adopt a new charter, they should have a meaningful opportunity to help write it," Dowell said, recommending the council amend Resolution No. 26,357 to extend the committee's work to November 2028 and fund town halls, surveys and multilingual outreach.
Dowell told commissioners that Compton's roughly 100,000 residents cannot be represented by a handful of written comments and urged a civic-engagement initiative that includes homeowners, renters, churches, schools, nonprofits, neighborhood organizations and small businesses. Assistant City Manager Tamara Binns acknowledged the committee had received written correspondence and said staff would agendize those materials for future meetings. The committee accepted Dowell's remarks into the record and discussed scheduling further public outreach at a follow-up meeting.
