CRA continues talks to acquire downtown parcel for pocket park or redevelopment; owner seeking appraisal

Staff told the CRA board that discussions continue with a property owner about a potential acquisition for a pocket park or other downtown redevelopment. The owner and their partners remain interested but asked for more time to complete an internal appraisal to understand the property's value from their perspective.
"That property owner and their partners are still interested in a potential sale. However, they just asked for a little more time. They wanna do a real estate appraisal on their own just to understand the value from their perspective," the staff member said. Staff indicated the CRA is following the negotiations but recommends waiting until the owner indicates commitment before advancing a purchase.
Board members asked whether there was a risk the parcel could be sold to someone else; staff said while market conditions are not extremely active, the CRA should be prudent and move toward acquisition only when the owner is committed.
Staff framed the acquisition as one potential use of increased real-estate acquisition funds (the proposal to increase the line from $20,000 to $30,000) but did not commit the CRA to a purchase while negotiations and appraisal progress.
