Residents, commissioners push for slower, better-funded charter review and public access to records

Multiple public commenters and commissioners urged the Charter Review Committee to extend its timetable and increase public engagement instead of meeting an accelerated ballot deadline. Ron Dowell recommended amending Resolution 26357 and seeking grant funding to support an 18‑month charter review and civic engagement initiative that would include neighborhood outreach, surveys and opportunities for residents to review draft recommendations.
Hernando Gutierrez and other speakers said past advisory reports and prior charter review work need to be posted so new committees do not "reinvent the wheel." Assistant City Manager Tamara Benz told the committee that received correspondence will be posted on the city charter webpage and that staff will share submitted materials with the committee when items are agendized. "All of the correspondence that has been received and will be received... will be posted with a subsequent post on our city charter page," she said.
