CRA board approves amended budget to shift funds toward park lighting and land acquisition

The Keystone Heights Community Redevelopment Agency approved an amended CRA budget on May 11, 2026, approving staff’s proposal to reallocate funds to support park lighting and downtown land acquisition. Staff recommended moving $30,000 from this year’s parking-design line into park improvements so the city can pursue lighting for the tennis and basketball courts this fiscal year.
"The CRA could consider approving this amended budget as amended, moving that $30,000 down into park improvements and allowing us to move forward with looking at, getting some lighting done with that over the next, the remainder of this fiscal year for consideration," said the staff member leading the CRA presentation. The board heard that the parks budget currently shows $163,000 budgeted with $118,300 expended and about $40,000 earmarked for trailhead design.
Staff also proposed shifting $10,000 from economic-development façade grants (reducing that line from $20,000 to $10,000) into infrastructure and facilities to raise available funds for real estate acquisition from $20,000 to $30,000. The staff presentation noted the infrastructure/facilities budget was set at $175,000, and the additional acquisition funds are intended to position the CRA to pursue a particular downtown parcel for redevelopment or a pocket park.
A board member moved to approve the amended budget and forward it to the city council; another member seconded. The Chair called the vote and announced the motion carries, sending the amended CRA budget to the city council for final action.
