Committee members discussed an ordinance amendment to section 2.254.11 of the codified ordinances that would update city travel-allowance rules. A sponsoring speaker said chiefs supported the change and that it would add accountability measures such as receipts rather than stipends and would require managers to weigh mandatory versus voluntary training costs.
"The current ordinance... is very much outdated. I've got together with the chiefs and came up with something that was very fair with today's standards," the speaker said, adding that chiefs (including Chief Mesker and Chief McKee) were "fully on board" with tighter budget controls for travel and training. Committee members commended the proposal and voted 5–0 to send the ordinance to the full Newark City Council for consideration.
