Developers of the Sunflower Flats project requested $310,000 from the city's workforce-housing sales-tax fund to cover rooftop solar installation after federal tax incentives changed.
Aaron Esterbrook and the project team explained that recent federal tax-incentive changes removed earlier credits that had been included in the project budget, creating a funding gap for the solar array. "The need for that solar came about because of the change in the federal regulations and the federal tax incentives for solar went away," Aaron said. The team estimated solar would save roughly $19,000 a year in common-area energy costs, with a payback period of approximately 10 to 15 years and equipment life of about 30 years.
Michael Snodgrass, the developer on the call, said eligibility for future federal programs depends on legislative language and timing, and the team will pursue any grandfathering or new funds if available. Public commenter Donna Shink Hamlin, representing a local workforce-solar partnership, urged support and linked the solar request to local job training. "I can't be prouder to have an affordable housing unit in the center of town with the enhancement of rooftop solar," Donna said, and described partnerships with local technical colleges and workforce-training groups to pair construction with job opportunities.
Commissioners discussed whether future federal or state grants could be pursued if they become available during construction and whether solar grant funds should be contingent on any matching or outcomes. The commission approved authorization motions related to the project and the related grant considerations as part of the broader agreement package.
