The Juno Beach evaluation committee ranked Davis & Associates as the top firm in its review of six proposals for town legal services, with the firm receiving 433 out of 500 possible points, Tom Clark told the committee. The tally placed Davis substantially ahead of the next firms and prompted discussion about whether to negotiate a contract with the top‑ranked firm or to interview several applicants.
Committee members described strengths and weaknesses in the submissions during the public meeting. Vice Mayor Pro Tem Davis said she received “a very high recommendation back from the mayor of Palm Beach Shores” for Davis & Associates, and several members cited the firm’s municipal client list and accessibility as reasons for higher scores. Tom Clark explained that the evaluation used uniform forms and the highest total score determines the most qualified submittal under the RFP process.
Despite the ranking, some members urged interviews before awarding a contract. Council Member Mary Anne Hosta argued the 433 score was “a clear result,” while Vice Mayor John Callahan recommended considering a direct part‑time town attorney instead of selecting a firm immediately. The committee did not finalize a negotiated award; instead it voted to proceed with interviews to gather additional information before any contract is presented to the full council for possible action.
