Project staff presented a proposal for a teen health center—a school‑based community health center to provide medical and behavioral health services on campus—and summarized what that space would include and how it would operate. The team estimated capital costs at roughly $2.4 million and said state grants could cover about $150,000 of start‑up or operating needs but that districts typically face an annual operational gap of about $100,000–$200,000 unless Medicaid reimbursements or other partnerships are redirected to the clinic.
Dr. Blussey described surrounding districts that have implemented teen health centers and summarized survey data showing elevated mental‑health needs among Medford students. “The data shows that 97 percent of students that visit during the school day have an immediate return to the classroom once they’re able to be seen,” Dr. Blussey said, and staff noted Medford’s youth‑risk survey indicated a substantial share of students reporting poor mental health.
Some committee members raised concerns about siting the clinic at the Medford High School location, noting the facility is not centrally located for the broader city population and may be harder to access for community members who would benefit. Luke Preisner said central siting is important if the community is expected to use the service, while others emphasized that collocating services with the high school could help students currently enrolled. The School Committee previously voted to continue exploring inclusion of a teen health center in the project (corrected vote: 5 in favor, 1 absent, 1 abstain).
