He also cited the annual "Sugarfest" event, noting the town of roughly 7,000 handles surges of "30 to 40,000 people" during the festival by borrowing regional vehicle barriers and equipment and arranging training through partner agencies.
On budgeting, Levins told the panel he reviewed the budget published on 03/12 and said, "I didn't see any line item that actually captures a potential contract at the sheriff's office for the dispatch for the PSAP. I'm assuming there's 1." He framed that as an item he would investigate during his early organizational review. Levins stressed mutual aid agreements, MOUs and regular meetings with neighboring chiefs to ensure deliverables from partner agencies.
Levins also described a youth diversion example used in his prior work and reiterated that visible, daily engagement by command staff builds rapport that can reduce enforcement. He closed by offering to submit reference letters and thanking the commission for the opportunity.
