The Town of Pearson council voted unanimously to approve Resolution 2025‑09 on the special exception needed to place an accessory dwelling unit (ADU) at 167 Echo Street.
Town attorney read the resolution that grants a special exception for an ADU on a 0.26± acre parcel owned by Scott and Viola Harbaugh (Parcel ID 483407000160). Town planner Mark Krit summarized the request, saying the proposed ADU will replace an existing RV slab behind the primary dwelling and that the accessory unit is intended "for a mother‑in‑law." Krit told the council the town's ADU ordinance establishes specific criteria for location, appearance and size and that "this meets all those requirements with one exception"—the lot is a nonconforming, older sliver lot created before the ordinance.
Krit noted the planning commission reviewed the application at its June meeting and recommended approval; no public comment was offered during the hearing. Councilwoman Lenny Richardson moved to approve Resolution 2025‑09; the motion was seconded and passed on a unanimous roll‑call vote.
The resolution provides for implementing administrative actions and becomes effective as provided in the ordinance language. The planner and attorney confirmed procedural recordkeeping steps and that the staff report and survey are part of the official record.
