Council directs staff to redraft Little League field agreement after debate over 15-year term

Representatives of the Northwest Solution Little League told the council on June 17 that six wooden poles and new lights for Field 1 have been donated and are ready for installation.
"The 6 poles that needed to be replaced have already been, donated and delivered," a league representative told the council. The league estimated only a minimal out-of-pocket cost for the organization and said volunteers and local contractors would supply bucket trucks, electricians and crane service to remove old poles and install new ones.
Town counsel recommended the council approve the concept but asked staff to use three tailored documents — a facility-rental agreement, a contractors agreement for donated installation work and a volunteer-release form — to protect the town, address warranties and ensure appropriate insurance coverage. Counsel said those documents can be combined or modified to suit the arrangement and proposed bringing finalized documents back to the council for approval.
Council members sharply debated the length of the proposed agreement. The submitted draft requested a 15-year term; multiple members said that was too long and recommended a five-year term with options to renew and explicit termination rights for both parties. The council directed staff and counsel to incorporate the changes and return a redrafted agreement for consideration at the July 1 meeting so the work could proceed before the fall season if the agreement is approved.
League representatives also reported about $2,000 in recent fence repairs to maintain fields; council members thanked volunteers and asked staff to check warranties and insurance before final approval.
