Council discusses TPT ordinance process and moves to executive session for legal counsel

The Council revisited Agenda Item 7.A (a draft ordinance to increase the Transaction Privilege Tax) and received legal guidance on procedures required to adopt such an ordinance. Town Attorney Arnson advised that the ordinance requires publication of notice and that the Council should not adopt it until a public hearing is held. He asked that those necessary to provide legal advice be included in an executive session.
Mayor Clarinda Vail moved, and Vice Mayor Greg Brush seconded, to enter executive session at 6:54 p.m. to receive legal advice about the ordinance. The motion carried unanimously. The minutes record that consultants and staff who assisted with the budget analysis could reasonably be included in the executive session. The public meeting reconvened and the Council adjourned at 7:21 p.m. No ordinance was adopted and no public hearing date was finalized during the meeting.
