Tusayan staff presented a financing strategy that pairs a proposed 2% Transaction Privilege Tax (TPT) increase with one or more bond financings to fund major capital projects. The Council directed staff to present a resolution at the June 9 meeting to consider a 2% increase; staff used a half-year impact for 2027 in its projections and noted prior modeling included only 0%, 1%, and 2% options.
Consultants and staff discussed bond scenarios to support roughly $30 million in capital spending across funds, including Town Hall, a sports complex and flood mitigation. Town Manager Clifton said moving some General Fund balances into capital funds and committing local matches would strengthen grant competitiveness and investor confidence if the Town pursues bonds.
