The Board of Selectmen voted to authorize reprogramming program income to fund up to $150,000 of a proposed fire-alarm upgrade at Stony Hill Village and to allow the town manager to execute a subrecipient agreement with Granby Homes for Senior Citizens.
Town manager described a recent failure in the existing alarm-to-dispatch connection and said the upgrade is both prudent and urgent: "It's probably necessary as their system fails as we work to replace it." He told the board the total system estimate is in the neighborhood of $275,000 and that Stony Hill/Granby Homes will contribute additional funds and fundraising as needed.
Selectman (S6) moved the resolution and Selectman (S4) seconded. During the vote one member recused herself: "I recuse," a board member stated on the record. The chairman announced the tally as four ayes and one recusal and the motion carried.
The resolution instructs the town manager to complete the subrecipient agreement and finalize any required reporting for program income use. The board recorded that the Community Development Block Grant obligation is capped at $150,000 for this project and that supplemental funding will come from the property and private fundraising efforts.
Next steps include execution of the agreement and any administrative filings required by the CDBG program; the board did not set additional conditions in the meeting.
