Lauren Prouse, principal planner, and Lance Lilly of Chenmore said the rezoning follows a comprehensive plan text amendment approved earlier and that a bilingual outreach process produced strong community support for the 14‑parcel option.
Lance Lilly described the location and said the change preserves existing future land use (AMU), so density does not change though uses allowed by right would broaden. "This proposed map amendment is kind of the culmination of a couple years of work," Lilly said. Planning and Zoning recommended approval; commissioners asked clarifying questions about nonconforming churches and expansion rights, and staff explained churches currently in residential districts are grandfathered. The commission approved the first reading by voice vote and directed staff to continue coordination during the quasi‑judicial process; the ordinance will return for second reading and final adoption at a later meeting.
